Why is it that some people have no respect and take no notice of signs that tell you not to do something....Let me tell you what i am going on about

This morning the husband and I decided to go for a little drive, and we ended up up a mountain with a little village , there was an old church in this little village and the husband knows that i like to look at old churches so we parked up and went in, on the door as you go in it said that the church was 600 years old ( I am not sure that i totally believe that ) but anyway it also said on this notice not to take photo's and not to speak
The hubby and i sat in a pew there was very soft soothing music playing and it was all very cool and calming,
Then this man came in with I assume his wife, and he started taking photo's, the lady that was on duty told him not to do it and he carried on taking photos and talking to his other half...how rude is that some people just have no respect for things in another country.
